
About the Programme
The Independent Commission Against Corruption (ICAC) has all along embraced a three-pronged approach of law enforcement, prevention and community education, and is committed to foster international cooperation in the fight against corruption. Equipping young people to become future leaders who embrace integrity, the rule of law, patriotism and other positive values has always been one of the top priorities of the ICAC's preventive education work.
To groom a cadre of committed young people who embrace integrity, the ICAC launched the "ICAC ELITE Youth Leadership Programme" in July 2023 and invited outstanding secondary and tertiary students to join the Programme as iELITE Youth Leaders. Revolving around the concept of "ELITE", a series of bespoke and diversified training activities under five core perspectives, i.e. "Exposure", "Leadership", "International perspective", "Teamwork" and "Engagement", are curated for iELITE Youth Leaders. Not only consolidating their core value of integrity, these activities also empower these young people with skills and knowledge to sustain Hong Kong’s integrity culture along with the ICAC.

Participation in publicity and education programmes of the ICAC as well as different volunteering services to serve the community along with ICAC officers

Tertiary students from local tertiary education institutions – Outstanding ICAC Ambassadors would be invited to join the Programme.

Senior secondary students from local secondary schools – Secondary schools participating in the iTeen Leadership Programme for Senior Secondary School Students would be invited to nominate outstanding iTeen leaders to join the Programme. Priority would be given to schools which are presented with the Gold Award in the iTeen Leadership Programme.
